Learning should be incentivised at all levels. Donors and funders must request it in TORs, provide funds it (to cover staff effort and the invisible work of building strong relationships) and track it within results frameworks. Within organizations, professional development and appraisals should focus on learning as a core skill.

- Is time and budget allocated for learning, and are learning activities tracked in the results framework?
- Is learning reviewed as part of individual appraisals, with objectives set to track progress?
