Leadership is a critical enabling factor. Leaders must frame the importance of learning to improve outcomes, rather than to catch people out. Leaders should put in place the right conditions, including funding, staff time and lending their authority to learning activities. They should pull in external resources where needed and build internal capacity in specific and measurable ways.
